Motoo Noguchi, a director of the Global Peacebuilding Association of Japan and a former international judge at the Khmer Rouge Tribunal that tried the atrocities committed by the former Khmer Rouge regime in Cambodia in the 1970s, gave a speech on November 28 in Phnom Penh, the capital of Cambodia, where he was visiting. His speech was made in a seminar co-hosted by the Council of Ministers of the Royal Government of Cambodia and the Embassy of Japan in Cambodia. In his speech, Judge Noguchi stated that the Tribunal achieved justice by establishing the facts through rigorous criminal procedures. He also stated that the Tribunal has contributed to the reconciliation of society in which perpetrators and victims coexist, with the participation of victims and citizens. He encouraged the Government of Cambodia and its people to present this dark part of history to subsequent generations so that it won't be forgotten and to make permanent efforts to preserve peace and prevent recurrence.  (2/12/2024)
