Professor Sukehiro Hasegawa discusses the strategic significance of allocating 1% of Japan’s defense budget to United Nations peacekeeping operations (PKO) and related international peace activities, against the backdrop of two contrasting trends: the increase in Japan’s defense spending and the decline in contributions to the United Nations.


This proposal aims to embody Japan’s “Proactive Contribution to Peace” policy and to build a comprehensive security strategy grounded in multilateral cooperation. Through his analysis, Professor Hasegawa argues that such a policy would carry strategic value in restoring Japan’s international influence, contributing to regional stability, and strengthening sustainable peacebuilding mechanisms.
